NSW:Mum with baby twins arrested in drug raids

SYDNEY, Aug 22 AAP - The mother of twin babies was among a number of gambling addicts
arrested in a series of police drug raids across southwest Sydney that also netted $22.6
million worth of cannabis.

Since March, the police have raided 58 houses, seizing almost 7,000 marijuana plants
and 131kg worth of cannabis.

Eighteen crop sitters were arrested, including a mother with 12-month old twins who
has since been charged with cultivating a commercial quantity of cannabis.

Detective Superintendent Scott Cook said most of the people arrested by Strike Force
Zambesi had gambling problems.

"They're generally vulnerable people with gambling debts or other forms of debt who
are basically put in there to take the high-risk component of the operation," he told
reporters on Monday.

"They're targeting a particular victim, persons with debts, quite easily convinced
to go and sit in the premises, add the fertiliser on and just monitor for activity."

The raids also uncovered hydroponic, electrical and lighting equipment, along with
chemicals, as cannabis with a potential street value of $22.580 million was seized.

The so-called "hydro houses" included homes in Bankstown, Cabramatta, Fairfield and
Macquarie Fields - mainly rental properties.

"There's nothing at this stage that indicates they're directly linked to each other,"

Det Sup Cook said, adding Asian organised crime links were harder to define.

Frank Mennilli, the assistant commissioner of the southwest metropolitan region command,
said police expected to make more arrests as it tackled the illegal drug market.

"It certainly was worse but I believe we're had a very big impact on the problem," he said.

He added that, Strike Force Zambesi, the first cannabis eradication program of its
type, would continue.

"The main ambition when Strike Force Zambesi was established was to prevent the cannabis
from ending up on the streets but also to stop the cash from going back to the criminal
identities running these operations," he said.

Assistant Commissioner Mennilli said that after the NSW north coast, southwest Sydney
was the state's most prevalent region for cannabis cultivation because it had a greater
variety of leased premises.

He said the vast majority of people arrested were Australian citizens, including people
of Vietnamese origin.

They have also been charged with drug possession, fraud and electricity theft in matters
now before the courts, with 37 charges between them.

Qld: Nominations close in local govt elections

BRISBANE, Feb 19 AAP - Nominations have closed for the most controversial local government
elections in Queensland's history.

The March 15 poll is the first to be held since the state government's sweeping reforms
of the sector, which cut the number of councils from 156 to 72.

The amalgamations prompted protests from rural and regional residents, who say their
councils are integral to their way of life.

At the height of the furore, more than 6,000 people marched on the Queensland Parliament
in August.

The rally prompted former Prime Minister John Howard to intervene, giving Queenslanders
a vote on the issue.

The non-binding, federally-funded plebiscites reflected the overwhelming opposition to the moves.

The elections are expected to draw a large field of candidates for fewer positions
- the number of councillors will be slashed from 1,094 to 454.

Local Government Association of Queensland (LGAQ) executive director Greg Hallam said
a large number of mayors, councillors and CEOs would retire.

"It's going to be the biggest and most difficult term of local government we have faced
for a number of years," Mr Hallam told AAP.

"If you make all the difficult but right decisions about shutting depots, rationalising
services, changing town plans ... you have got to get in and do some really hard things.

"They know it's going to draw political heat."

But at the more urban-based councils of the Gold and Sunshine coasts, candidates are
hungry for the challenge.

The Liberal Party hopes to consolidate its dominance of state government on the Gold
Coast, running mayoral candidate Tom Tate, entrepreneur and co-owner of the Gold Coast
Blaze basketball franchise.

He joins a colourful field, including incumbent mayor, veteran Olympian Ron Clarke,
and Elvis impersonator Dean Vegas.

On the Sunshine Coast, three councils - Noosa, Caloundra and Maroochy - will be rolled into one.

Only two of the mayors, Noosa's Bob Abbot and Maroochy's Joe Natoli will vie for leadership
of the "super council", and a $180,000 a year salary.

Popular state Independent MP Peter Wellington today threw his support behind Mr Abbot.

"It's obviously a very important election for the coast and we have one chance to get
this right," Mr Wellington said.

"I think now more than ever the coast needs what Bob has to offer."

Meanwhile, Queensland Local Government Minister Warren Pitt said cabinet had approved
new requirements to prevent conflicts of interest in local government.

"Currently, it is an expectation that a full-time public sector employee who took on
a full time elected local government position would resign," Mr Pitt said.

"What we have done is to make that a requirement."

Public servants will be required to resign from their positions if they are elected
as a mayor and earn a salary of $69,610 or more, or if they become a councillor earning
$60,120 or more.

NSW:Attempted murder charge after stabbing

SYDNEY, April 25 AAP - A man has been charged with attempted murder after an inner-Sydney
stabbing.

Police and emergency services were called to Devonshire Street in Surry Hills after
a 46-year-old man suffering stab wounds was found there about 1.30am (AEST) on Monday.

The man was in a stable condition after undergoing surgery for wounds to his torso, police said.

A 33-year-old man was arrested at a house in nearby Goodchap Street about 1.45am (AEST).

He was taken to Surry Hills police station where he was interviewed and charged with
one count of wounding with intent to murder.

He was refused bail and is expected to appear in Parramatta Bail Court later today.

Both men are from Surry Hills.

A repatriation ceremony will be held in Brisbane today for two soldiers killed by a
home made bomb in Afghanistan.

The bodies of 35-year-old Private GRANT KIRBY and 21-year-old Private TOMAS DALE will
arrive at the RAAF's Amberley base about 2pm (AEST).

The two .. from the Brisbane-based 6th Battalion Royal Australian Regiment .. were
killed by the bomb while standing near their vehicle in the Baluchi Valley last week.

Victorian Premier John Brumby says he is prepared to put 30 per cent of GST revenues
into a funding pool that would be controlled by the states.

That "positive compromise" had the backing of WA and NSW, he told reporters before
heading into the meeting.

"It's a way of taking this debate forward, it's an effort to break the divisions."

Mr Rudd would need to "shift a bit of ground" to ensure a deal could be met, Mr Brumby said.

"It would be nice to get this wrapped up today if we can."

NSW: Liberal party wins Bradfield by-election

SYDNEY, Dec 5 AAP - The Liberal Party has retained the federal seat of Bradfield, with
candidate Paul Fletcher claiming victory in the blue-ribbon Sydney electorate.

Mr Fletcher, a former Optus executive, had 55.38 per cent of the primary votes at the
close of counting on Saturday night.

That was just 4.74 percentage points less than the Liberal vote in 2007.

On a two-party preferred basis, Mr Fletcher had about 63 per cent of votes, while the
Australian Greens' candidate Susie Gemmell held about 36 per cent.

Labor opted not to run a candidate.

The Liberal Party had been expected to retain Bradfield, the north shore seat held
by former opposition leader Brendan Nelson since 1996.

But the swing against the Liberal candidate was less than predicted.

The by-election was held amid speculation that the party's abrupt federal leadership
change this week, and its sudden policy shift against an emissions trading scheme, would
erode the party's traditional voter base.

Mr Fletcher said the people of Bradfield were concerned about climate change, but it
was not the overriding issue.

"My experience as I talked to people during the campaign was that people were concerned
about private health insurance, overdevelopment, economic management and so on," he said.

"Climate change came up as an issue, but it wasn't the number one issue.

"Certainly the Liberal Party needs to have a response on climate change as our leader
Tony Abbott has said.

"But it is not the only issue to campaign on."

Mr Fletcher said the result sent a strong message to Prime Minister Kevin Rudd and
federal Labor that many people simply do not understand a proposed emissions trading scheme.

Mr Fletcher said he was strongly behind his new leader, and "obviously it's a pleasing
result for Tony Abbott as our leader".

There were 22 candidates contesting the Bradfield by-election, including a pole-dancing
human rights lawyer representing political newcomers the Australian Sex Party.

BRISBANE, Dec 23 AAP - Christmas brings joy to many, but sadly the Christmas-New Year
period is also the time of the year which sees a peak in domestic and family violence
incidents.

The Queensland Police Service on Tuesday asked the community to take a stand against
domestic and family violence during the holiday period.

Manager of the Queensland Police Service Domestic and Family Violence Unit Acting Inspector
Jon Lewis said people should be mindful about increased pressures in the lead-up to Christmas
and to look for the early warning signs of domestic violence.

"At this time of year there are a number of extra pressures impacting on family relationships
such as increased alcohol consumption, child custody arrangements, an absence of family
support and in the current economic climate worries about job security and financial stability,"

Acting Insp Lewis said.

"People who see the signs of domestic violence should take measures to protect themselves
either through a safety plan, or by contacting the police or support groups."

He said police officers can help with referrals to support workers.

"This year, keeping the holiday season free of domestic and family violence may be
the best present any person could receive.

"I would encourage people to seek support to ensure the Christmas period is festive
for themselves and those around them," he said.

Support agencies are available and can provide assistance and advice that may help
alleviate any escalation of the violence.

SYDNEY, April 9 AAP - Discussion about the future of political donations in NSW was
temporarily sidelined today while state politicians indulged in some name-calling.

Both the NSW government and the opposition were quick to label members on both sides
of the lower house "spivs" - a British term for a well-dressed man involved in dubious
schemes or scams.

The trading of insults came during question time, as the NSW opposition asked why Planning
Minister Frank Sartor had not adopted a recommendation from the corruption watchdog regarding
development applications and political donors.

The recommendation followed revelations Mr Sartor had taken over a development application
before Penrith Council from Jacfin, a company owned by Jackie Waterhouse.

Ms Waterhouse donated $300,000 to the Labor Party in three $100,000 instalments between
September 2005 and February 2007.

In responding to the question, Mr Sartor took pot-shots at the opposition, labelling
it hypocritical because it had recently held a major fundraiser.

The minister then took exception to Hawkesbury MP Ray Williams, who continually interjected
over his response.

"Well, you look like a spiv, you talk like a spiv, you act like a spiv and you are
a spiv," Mr Sartor told the parliament while looking at Mr Williams.

Opposition Leader Barry O'Farrell was quickly on his feet telling Speaker Richard Torbay
the opposition objected to such behaviour.

However, Mr O'Farrell then engaged in some name calling of his own.

"He's the biggest spiv in this place," Mr O'Farrell told the parliament while pointing
at Mr Sartor.

Mr Sartor later retracted his comments at the request of Mr Williams.

Former prime minister MALCOLM FRASER says Australia should pressure our international
allies to get rid of their nuclear weapons.

Speaking after the launch of an anti-nuclear weapons movement in Melbourne .. Mr FRASER
says an Australian government needs to push an international agenda that would abolish
all nuclear weapons.

He says it could take years to rid the world of nuclear weapons .. but it's important
nations like the UK and US commit to it.

Mr FRASER says at the moment .. countries like North Korea .. Iran and many others
.. believe the original nuclear powers are just trying to preserve their own superiority.

However .. he says it's important to separate weapons from nuclear energy .. particularly
in Europe where some countries rely on it for up to 80 per cent of their needs.

The former Liberal PM declined to comment on Labor's strong opinion polls in the lead
up to this year's federal election.

A father and son have been fined 35 thousand dollars for assaulting a New South Wales
food authority officer .. during an inspection of their chicken abattoir.

ALI and HASSAN SALIM have been fined 23 thousand dollars and ordered to pay costs of
almost 13 thousand dollars in the Chief Industrial Magistrates Court .. over the May 2005
incident.

The men threw one food inspector up against the wall .. and verbally threatened both
him and his colleague as they were touring the Halal Chicken Farm at Rossmore .. west
of Sydney.

The fine also relates to a number of hygiene issues at the abattoir .. where chickens
were being sold with faecal matter and stomach contents.





Primary Industries Minister IAN MACDONALD has welcomed yesterday's decision .. by Chief
Industrial Magistrate GREGORY HART.

Mr MACDONALD says it appears to be an appalling and cowardly attack on two state government
employees who were out in the field .. and he applauds the penalties.

BRISBANE, Aug 15 AAP - Opposition Leader Lawrence Springborg is the Robert de Castella
of Queensland politics.

Elected on the same day as his Labor nemesis Premier Peter Beattie, the 38-year-old
farmer has made it clear he regards politics as a marathon, not a sprint.

Since becoming the state's youngest MP at 21, the father of four has put in the hard
yards to claw back Labor's lead in parliament.

His fitness was highlighted during the 2004 election campaign when he frequently appeared
on TV and in local newspapers taking a morning jog and showing off his physique in a singlet.

It contrasted strongly with the older Labor leader's rather leisurely strolls along
regional city foreshores.

But the image difference was not enough for the coalition to win government and will
again need to be bolstered by strong campaigning focusing on leadership, coalition unity
and key issues such as water, health and education.

Mr Springborg can argue he has leadership credentials, having been the state's youngest
ever member of cabinet aged 29, when he was sworn in as minister for natural resources
in 1998.

And at 34 he became the youngest political leader in Queensland since Ted Theodore
became premier in 1919.

Mr Springborg's team has kept the government on its toes over the past two years, focusing
on deficiencies in the health system, a lack of planning for the future and accountability.

And it has paid off in terms of votes.

Liberal team-mates won by-elections in Redcliffe and Chatsworth and the Nationals won
the Gold Coast seat of Gaven.

But it's yet to be seen whether the coalition can translate its success to a state election.

Winning 22 extra seats to achieve a majority will take a massive swing against the government.

One of the factors going against Mr Springborg's team is whether the coalition can
hold together long enough to maintain a stable government.

Impatient Liberals are itching for the party, which has been very successful federally
and holds the Brisbane lord mayoralty, to become the dominant conservative political force
in the state.

But with the Nationals holding 16 seats to the Liberals' seven, it is going to take
a massive effort in Brisbane, Sunshine and Gold Coast seats for the Liberals to turn things
around.

Mr Springborg made an ill-fated bid to secure support for a merger between the two
parties, knowing that disunity is death in politics.

But instead, the parties settled on ruling out three-cornered contests and signed a
a coalition agreement setting out rules for sharing power.

Armed with his "Positive Politics" - a slogan to match Mr Beattie's "Smart State" -
the Opposition leader is likely to improve his figures this time around.

But can he can outpace the premier on the election track?

NSW: Govt foreshadows overhaul of sexual assault procedures

SYDNEY, April 8 AAP - NSW has foreshadowed a major overhaul of sexual assault court
procedures, designed to make it easier for victims to attain legal justice.

Following the release of a government Sexual Assault Taskforce report containing more
than 70 recommendations, Attorney General Bob Debus raised possible reforms the government
will pursue.

The reforms include a new statutory definition of consent, improving instructions to
juries and improved education programs for police, lawyers and judges.

It is expected that many of the legislative amendments would be introduced later during
the current parliamentary session, subject to cabinet approval, Mr Debus said.

"My department has now begun to prioritise the recommendations and will consult with
the courts and all the relevant agencies and interest groups," Mr Debus said in a statement.

"The low rates of reporting these serious crimes and the high attrition rates remain
a concern for the government and the community at large.

"We are committed to continuing to provide support for the victims of sexual assault
and to do all we can to help them seek justice in our courts," he said.

A recent report by the NSW Bureau of Crime Statistics and Research showed only one
in ten of the more than 7,000 sexual and indecent assault incidents reported to NSW Police
each year result in a guilty verdict in court.

The next major hurricane to hit South Florida could trigger an insurance crisis similar to the one that followed Hurricane Andrew in the early 1990s, A.M. Best Co. says in the latest issue of Best's Viewpoint.

The insurance rating and information company says it is concerned that several Florida-only insurers--heavily reliant on reinsurance and carrying large amounts of the riskiest business in the state--might not survive a single catastrophic event, let alone a second event during the same policy year.

Hurricane Andrew, which struck Florida in 1992, caused $16 billion in insured losses. It caused approximately 10 insurers to become insolvent and numerous national insurers to exit or reduce their Florida-based business. It also led to the creation of the Florida Residential Property &Casualty Joint Underwriting Association, which began writing business in March 1993 to provide additional insurance capacity. The JUA worsened the situation, however, by charging below-market rates, amassing huge catastrophe reserve shortfalls and relying on debt financing to pay claims.

In November 1995, the JUA began a &uot;depopulation&uot; program for private-market insurers to take business out of the JUA. The program included a three-year waiver from JUA assessments and a fee for each policy taken. Over time, incentives have increased, and more &uot;take-out&uot; insurers have joined the program. In 1996, 19 insurers were taking business out of the JUA; by the end of 1999, this amount had nearly doubled.

A.M. Best finds several deficiencies with the recent take-out activities. It details these deficiencies in the Viewpoint article, which can be read on the Internet at www.bestweek.com/reports. Many of the take-out insurers are meagerly capitalized, and the failure of any one will strain the state guaranty fund, with the costs being shared by the surviving insurers. These costs ultimately will be passed to policyholders.

A.M. Best acknowledges that Florida has made progress in protecting homeowners and taxpayers since Andrew. Building and safety codes have been improved, and market-share leaders have mitigated their catastrophe exposure while improving the availability of homeowners insurance in the state.

However, A.M. Best believes few of the take-out companies would survive another Andrew. In fact, the Viewpoint article says, many may be impaired by just one or two less severe storms.

Chunghwa telecom plans NT$100 billion investment in smart digital network.(Brief article)

Chunahwa Telecom has decided to embrace a two-pronged sustainable development strategy that calls for the investment of NT$100 billion (US$3.4 billion at NT$29:US$1) over a five-year period to forge a smart digital living environment in Taiwan while extending its reach to overseas markets at the same time, reported the chairman of the company, Lu Hsueh-chin.

In an exclusive interview with the Chinese-language Economic Daily News, a sister publication of the Taiwan Economic News, Chunghwa Telecom's chairman Lu and president Chang Hsiao-tung mapped out a blueprint for the company's future development.

The NT$100 billion investment will be spent mainly on network construction in line with the government's goal of building a broadband network with a speed of 100 Mbps that reaches 80% of Taiwan's households by 2015.

In addition to the fixed network, Chunghwa Telecom also plans to develop an extensive mobile broadband network, mainly by extending its existing 3G network and installing more WiFi hotspots for wireless Internet access.

Along with the new hardware, the company will also beef up its digital-content services. The number of high-definition channels for its movie-on-demand (MOD) network TV, for instance, will be boosted from the present 20 to 33. A new open policy will allow other operators, such as independent cable TV operators, to use its MOD platform and broadband network.

Overseas, the company will focus especially on mainland China. It has joined hands with China Telecom for the development of intelligent energy networks (iEN) and cloud computing operations. Cooperation with the Chinese company will enable Chunghwa Telecom to take part in the mainland's five cloud-computing trials, and the Taiwanese company is even considering the joint establishment of a large cloud-computing center in China together with its Chinese partner. It has also gone into cooperation with Fujian Telecom, under the auspices of China Telecom, to tap the mainland's energy-conservation market.

Furthermore, Chunghwa Telecom has signed a contract with China Unicom for the development of value-added telecom services, linking its Hami Apps with Unicom's online shopping platform.

The company is not limiting its overseas ventures to China. In the Southeast Asian market, for example, it has teamed up with Viettel Telecom of Vietnam for the establishment of an Internet data center (IDC), which later on may be upgraded to a cloud-computing IDC.

For the development of overseas markets, Chunghwa Telecom will first build a platform designed to encourage domestic operators to engage, under its auspices, in smart energy conservation, cloud computing, and mobile value-added services in the mainland Chinese market, other ethnic Chinese markets, and even the overall global market.

In the interview, the two Chunghwa Telecom executives noted that innovation and integration will be the centerpieces of their development plan for the next five years. Study Findings from Catholic University Provide New Insights into Eating Disorders.

Research findings, 'Media hype, diagnostic fad or genuine disorder? Professionals' opinions about night eating syndrome, orthorexia, muscle dysmorphia, and emetophobia,' are discussed in a new report. "Many 'new' syndromes have been proposed for inclusion in the DSM-V. Some disorders acquired popularity through the Internet, but will they be taken seriously and get accepted by the scientific community? We organized an opinion poll among professionals in the field of eating disorders by presenting them a provisional set of diagnostic criteria of four 'new' disorders: Night Eating Syndrome, Orthorexia, Muscle Dysmorphia, and Emetophobia," investigators in Tienen, Belgium report (see also Eating Disorders).

"In general, the opinions did not differ much according to the characteristics of the 111 respondents. Among these professionals, Orthorexia is the best known and Night Eating Syndrome the least. Although the majority is familiar with the concept of Muscle Dysmorphia, it is most often viewed as a creation of the popular media and rarely observed in daily practice. In contrast, the other three disorders seem to be taken more seriously in the sense of 'genuine' syndromes, which should receive more attention in research and clinical practice. Emetophobia appears to be the least 'fashionable' of the four," wrote W. Vandereycken and colleagues, Catholic University.

The researchers concluded: "The findings are discussed in the light of medialization and medicalization."

INNOVATION AND TECHNOLOGICAL DEVELOPMENT: PROF. CHEN SHIYI LECTURES AT CAIZHAI LECTURES.

BEIJING, China -- The following information was released by Peking University:

Professor Chen Shiyi, the dean of the Graduate College (GC) and the dean of the College of Engineering at Peking University (PKU) gave a lecture on innovation and technological development at the Caizhai Lectures on the evening of March 31. The main opinion of the lecture is "the innovation needs different point of views."

Professor Chen said in his lecture that the studying and working experience at America taught him the power of innovation: achieving the world peace, changing the ways people think, and even saving the lives. In the brief history of the world modern technology, he considered the "Z3 (the world's first working programmable, fully automatic computing machine designed by Konrad Zuse)", the "Transistor (a semiconductor device used to amplify and switch electronic signals )", the "WWW(World Wide Web, a system of interlinked hypertext documents accessed via the Internet)", and the "Iphone(a line of Internet and multimedia-enabled smartphones designed and marketed by Apple Inc.)" as the most significant inventions ever since.

Then, Professor Chen talked about the well-known Needham problem: why there were few inventions in China compared with the Europe in the modern times. He sighed that this was also the major problem in China at present. "But don't worry, we are on the way," he said with confident. With proud smile on his face, Professor Chen took two examples: one was the Tianhe-I, which was ranked as the world's fastest supercomputer in the Top 500 list released at the 2010 Supercomputing Conference and was 1.4 times faster than the US's Jaguar which ranked after; the other was the Shanghai Maglev Train, which was the first commercial high-speed maglev line, with a top speed just second to a plane's.

Though China has achieved a lot of innovations, Professor Chen pointed out that there was still a gap remaining between China and other countries. Just like what Bo Xilai, the minister of the Ministry of Commerce, once said: "We could obtain only one Boeing jetliner by selling 1.2 billion T-shirts." Professor Chen also introduced the successful cases of Boeing, Apple, Google, IBM and Intel to illustrate the core strength of the market-driving force and the engineers, as well as the importance of directing the products development by consumption. He took the Huawei as an example, which was among the Fortune 500, spending 10% of its total profit on innovation while IBM spent 6%.

How to promote the innovation? Professor Chen offered his suggestions. For one thing, it was well to form and accomplish the chain of the universities, the research institutes, and the companies, and lead the universities back to the basic research. For another, it was important to propel the risk investment and promote the practical abilities of talents. Furthermore, we should learn from the American experience on the graduates' education, including the diversified enrollment, the interdisciplinary curriculum, the enhancement of fundamental theories studying and scientific research capability, and the internationalization of education.

At last, Professor Chen said: "The innovating environment, research fund, and management systems are not so far different from the foreign countries in China. There is still room for improvement on the research directions and judging systems."

The lecture was hosted by Professor Wang Yanglin, executive vice president of the GC, and was the fourteenth lecture of the Caizhai Lectures, which is sponsored by the GC.

China Unicom delays launch of Android handsets.(CHINA)

China Unicom has indefinitely postponed the launch of Android handsets in the country, which had been scheduled for January 20. This development assumes significance as Google is considering exiting the Chinese Internet search market owing to increasing censorship and Internet attacks. Unicome had initially attributed this delay to the introduction of two similar devices by Samsung and Motorola, but is now contradicting that statement, pointing to the presence of certain debugging problems. Unicom is currently making a customized unit of its Android-powered device called Uphone. It also intends to introduce its own apps store, called UniStore, for its platform. Meanwhile, Chinese telecom vendor ZTE is planning to introduce its first Android-based smartphone over the next two months.

The Rising Star award is a special designation for fast-growth technology companies that have been in business just three or four years and is part of the New Jersey Technology Fast 50 program, which ranks the 50 fastest growing technology companies headquartered in the state. Question of who is president threatens constitutional battle in Philippines.

MANILA, Philippines _ Will the real president of the Philippines please stand up.

"I am the duly elected president," Joseph Estrada said Wednesday. "They forced me out. Now they want me to go abroad. But I will never leave you," the former actor told his cheering supporters.

"I will crush you," warned Gloria Macapagal-Arroyo, the former vice president who was sworn in 12 days ago as president of the Philippines after a mass street revolt against Estrada.

The political dilemma threatens to become a constitutional battle that might drag on for years and further damage a country already suffering from poverty, an empty national treasury and a lack of foreign investors' confidence.

Estrada's removal, engineered by popular demand and backed by the armed forces, was always open to different legalistic interpretations. This week, Estrada's lawyers filed a lawsuit challenging the Supreme Court's constitutional right to oust him and swear in Arroyo.

The lawsuit argues that the president did not resign and had no chance to defend himself against allegations of "economic plunder," a euphemism for fraud and corruption.

Since her swearing-in ceremony, Arroyo has used every opportunity to show her nation and the world she is fully in control.

She has addressed restless troops three times. When President Bush called to congratulate her, she made sure the phone call was broadcast to the rest of the country. That upset the U.S. State Department, but it impressed Filipinos.

While Arroyo shored up support, Estrada sulked in his suburban villa. He refused to see anyone except family members and close friends.

Estrada sought sanctuary from the public after he was ousted and escorted by security guards through the back door of the presidential palace. At the palace's front gate, an angry mob was calling him a thief.

Like the scripts of his movies in which the discredited hero makes a defiant comeback, Estrada came out of seclusion Wednesday to face hundreds of cheering supporters banging against the tinted window of his van. Many had tears in their eyes.

"Let it be clear, I left Malacanang to prevent bloodshed," he told them, referring to the presidential palace. In a short speech to party members later, he referred to Arroyo as "the acting president" and

said he was fit and ready to resume a mandate he won three years ago with a landslide victory at the polls.

The reappearance of the former matinee idol has rattled Philippine stock markets and currency exchanges.

While he is no longer the screen hero for millions of uneducated Filipinos, Estrada still has many followers among the nation's poor and among disgruntled officers in the armed forces.

Both friends and foes, however, believe Estrada wants a deal rather than to return to the presidency.

"He wants to save his wealth and he wants immunity from prosecution on charges of economic plunder, a crime that can carry the death sentence," said one of his former associates.

Estrada's public appearance Wednesday came less than a day after investigators alleged that he stashed up to $300 million in 16 different bank accounts under six false names. All of this allegedly occurred during his 31 months in office.

Unfortunately for Estrada, a succession of his former Cabinet ministers have contacted investigators in recent days to say they are willing to testify against him _ apparently in return for immunity.

Witnesses have told of taking shopping bags filled with proceeds from illicit gambling rackets directly to Estrada. Descriptions of all-night drinking sessions that included the former president have become commonplace, so have suggestions of multimillion dollar accounts held by mistresses and the luxury villas and cars Estrada allegedly doled out to trusted friends.

With the prospect looming of a protracted legal battle, for her own political survival Arroyo might have to compromise on her pledge to let the full force of the law deal with the misdemeanors of her predecessor.

Pemex signs fourth CSM for Cuenca de Burgos.

MEXICO CITY, Dec 09, 2003 (Cronica/Corporate Mexico by Internet Securities, Inc. via COMTEX) -- Petroleos Mexicanos (Pemex) signed the Multiple Service Contract (CSM) yesterday granting the rights to the non-associated natural gas exploration and exploitation projects in a large block of the Cuenca de Burgos. The contract, the fourth granted under the CSM program, is for an area near Mexico's northern border known as Fronterizo that includes parts of Tamaulipas, Coahuila and Nuevo Leon.

Pemex signed the agreement with an international consortium including Petrobras of Brazil, Teikoku Oil Co. of Japan, and the Mexican firm D&S Petroleum. Pemex said that Fronterizo will attract US$265 million in investments and will help increase domestic natural gas production.

The 15-year contract calls for more than 100 wells to be dug and an annual natural gas production of 24 million cubic feet per day.

The next block, known as Olmos, will be bid upon on January 14.
